Quality is a separate roll
Normal, Refined, Unique, Elite and Super describe an item's quality. Quality changes the base item properties; it is separate from its level requirement, sockets, blessing, enchantment and composition.
The colour and quality word in an inspected item identify the tier. A higher-quality item is not automatically the correct upgrade if its level, weapon type or class requirement does not suit your character.

The + value
A + value is the item's composition bonus, separate from its quality. It appears with the item name, such as +1 or +3. Compatible + equipment and + stones add progress towards the next bonus level.
Your character can compose up to +9 below level 130, or up to +12 at level 130 and above. Excess progress at the temporary +9 limit stays on the item for later composition.
